You can restore Safari bookmarks if you accidentally delete them. The browser has an option for it. All you must do is run through Settings to access iCloud and choose the Restore option to sync your bookmarks.
How to restore Safari Bookmarks manually?

- Open the Safari browser.
- Sign in iCloud.
- Click the Account Settings link.
- Go to the Advanced section.
- Click the Restore Bookmarks link.
- Choose the Restore option.
If you have an iCloud account configured, your iCloud bookmarks will appear across all your devices (iPhone, iPad, Mac, etc). This means when you choose to sync Safari bookmarks or update them by adding or deleting them on your iPhone, they will appear across all Apple devices (Mac, iPhone, iPad, etc).

Open Safari browser from Mac, or iPad and head over to iCloud.com. Sign in to iCloud by entering your Apple ID and Password.
If prompted to trust the browser, confirm the action. Once done, you will not be asked for a verification code, the next time you sign in.
When the iCloud homepage appears, click the ‘Account Settings’ link seen just below your profile name.
Scroll down, to locate the ‘Restore Bookmarks’ link under the ‘Advanced section’ as shown in the screenshot above.
Instantly, a new pop-up window will open. The window will begin searching for the Safari bookmarks that are stored on the cloud. Wait for a few seconds until the search is complete.
Once done, you’ll see a list of all the bookmarks that can be restored.
Here, check the boxes to recover deleted bookmarks, and in the end, hit the ‘Restore’ button.
Why have my Safari bookmarks disappeared?
Apart from accidental deletion, another possible reason for the sudden disappearance of bookmarks in Safari could be a corrupted .plist file (preference file) that the Safari browser fails to load upon its launch.
Preference files as the name suggest store instructions that guide your apps on how to work. Over time, these files can get corrupted or broken due to a number of reasons and so you may find the bookmarks list missing.
